1970 च्या दशकाच्या सुरुवातीला, समाजाच्या समाजातील एक समूहाने ग्रामीण समाजाच्या सामाजिक आणि राजकीय समस्यांस समाधान मिळवून देण्यास सुरुवात केली. सुमारे 20 वर्षे प्रयत्न आणि आंदोलनानंतर त्यांनी निष्कर्ष काढला की आर्थिक बदलाशिवाय सामाजिक-राजकीय बदल करणे शक्य नाही. या दृष्टीकोनातून लक्षात आले की त्यांनी 1 9 82 मध्ये ग्रामीण गरीबांच्या सामाजिक-आर्थिक उन्नतीसाठी एक स्वयंसेवी संस्था स्थापन केली. या दृष्टीकोनातून त्यांनी मनव्लोकची स्थापना केली. डॉ. द्वारकादासजी लोहिया, नांदेडच्या आयुर्वेदिक महाविद्यालयात शिकत असतांना "बाबूजी" म्हणून ओळखल्या जाणाऱ्या द्वारकादासजी लोहिया यांनी स्वयंसेवी संस्थेची स्थापना केली.
